Why the process differs by state

Manufactured-home ownership is documented differently across the Midwest. Depending on the state, titles may be handled by a motor vehicle agency, a department of revenue, a county treasurer, or a county clerk of courts, and homes that have been permanently attached to land may follow real-estate rules instead. Park regulation, tax clearance requirements, and transport permitting vary as well.
